Highway 1 – 264th Street to Highway 11

Improvements to Highway 1 between 264th Street and Highway 11 (a total of 21 km) are being developed in two parts: Phase 3A and Phase 3B.

In 2021, the Province began planning for improvements from 264th Street Interchange to Whatcom Road Interchange. Following the impact of the atmospheric river to highways in Fraser Valley, it was clear that the program needed to be re-imagined. This phase of improvements will now end at Highway 11, with further planning for the Sumas Prairie underway.

Phase 3A – 264th Street to Mt. Lehman Road

Phase 3A is improvements to 13 km of Highway 1 between the 264th Street Interchange and Mt. Lehman Road. This section has approved provincial funding of $2.34 billion.

This section will be delivered through three major construction contracts:

• A new 264th Street Interchange and 5.6 km of highway widening;
• Improvements to the Mt. Lehman Crossing with 3.7 km of highway widening; and
• the replacement of the Bradner Road Overpass along with 3.9 km of highway widening. 

Project costs

Phase 3A has approved provincial funding of $2.34 billion.

Status

Advanced works for Phase 3A (between 264th Street and Mt. Lehman Road) began in fall 2023 and include:

• Tree clearing
• Median soil removal
• Preload
• Utility relocation

The project to design and build a new 264th Street Interchange is in procurement. Construction will begin in 2024.  

Phase 3B – Mt. Lehman Road to Highway 11

Phase 3B will include improvements along an 8 km length of Highway from Mt. Lehman Road Interchange to Highway 11.

• Addition of HOV/EV lanes in each direction
• Addition of bus-on-shoulder lanes in each direction
• Replacement of Peardonville Road Underpass
• Improving active transportation connections at Clearbrook Road, McCallum Road, and Sumas Way
• A new Highway 11 Interchange

Project costs

Funding for Phase 3B will be confirmed as the project scope is defined.

Status

Phase 3B is in development.

• Tree clearing
• Median soil removal
• Preload
• Utility relocation

Collaboration

The work will involve collaboration between the Ministry of Transportation and Infrastructure, First Nations, municipal and regional governments, transportation agencies, and active transportation and goods movement stakeholders to plan for the future of transportation for all users through and across the corridor.

Project objectives

This phased approach will involve Phase 3A and Phase 3B being developed in tandem to ensure program unity, but will have staggered construction timelines. Improvements to both phases include:

• Improving access to affordable and sustainable modes of transportation including buses, ridesharing, walking, biking, and rolling
• Supporting CleanBC through HOV/EV lanes
• Supporting increased use of Highway 1 transit services by improving transit travel times and reliability
• Facilitating efficient goods movement through the corridor
• Improving safety and capacity at high-traffic intersections
• Reducing Highway 1 congestion
• Eliminating low clearance issues for commercial vehicles on the corridor

Public consultation

The public consultation period for Phases 3A and 3B closed on September 15, 2023. The ministry is reviewing feedback which will help inform project planning and design.
