Crown Agencies Resource Office

The Crown Agencies Resource Office (CARO) has lead responsibility for overseeing and maintaining the Crown Agency Accountability System, the governance framework for British Columbia’s Crown corporations. CARO provides ongoing expertise, advice, information, and support to ministries and Crown corporations to promote good governance, accountability and continuous improvement for Crown corporations.

CARO’s Core Responsibilities and Services

  • Develop and implement tools and processes to educate, support and build the capacity of ministries and Crown corporations to meet their roles, responsibilities and requirements as defined in the Crown Agency Accountability System.
  • Develop guidelines and provide advice on Crown corporation planning and reporting requirements such as the annual Letter of Expectations, Service Plans, and Annual Reports.
  • Provide advice to ministries on the creation, mandate review and/or dissolution of Crown corporations.
  • Maintain and regularly update the Government’s Crown Agency Registry and Shareholder’s Expectations Manual for British Columbia Crown Agencies.
  • Keep the Crown Agency Accountability System current by conducting ongoing research and incorporating best practices in governance and accountability.
