Government Organizations Exempted from Producing Annual Reports and Service Plans

Certain government organizations may be exempted from the Budget Transparency and Accountability Act requirements to prepare service plans, major capital plans and/or annual service plan reports because:

  • An organization has already ceased operations, is inactive, or will cease operations during the upcoming fiscal year.
  • An organization is a holding company and its relationship and activities are reported in the service plans and reports of its parent, or an affiliated, organization.
  • An organization's services are an intrinsic and inseparable part of a ministry's responsibilities and performance measures, and the organization's relationship and activities are reported in the service plan of that ministry.
  • An organization is in the midst of a major transition.
  • An organization does not meet a materiality threshold of $1 million in revenues.

The following are organizations exempted from section 13 (service plans), section 14 (major capital plans) and section 16 (annual service plan reports) of the Budget Transparency and Accountability Act.

  • Provincial Rental Housing Corporation
  • Rapid Transit Project 2000 Ltd.
  • Tourism British Columbia
  • Transportation Investment Corporation (2009/10 only)
