VICTORIA – Here are the facts on class size and composition in British Columbia's schools.

CLAIM:
There are 3,336 class-size violations with 30 or more students for the 2008-09 school year.

FACT:

  • All 60 Boards of Education are compliant with class-size legislation in BC.
  • The number of classes in B.C. with more than 30 students has actually decreased since 2005-06 by nearly 64 per cent, from 9,253 to 3,336.
  • Of the 68,357 classes in BC 95 per cent now have 30 or fewer students.
  • 99 per cent of B.C. classrooms now have 32 or fewer students.
  • There are now 6,277 K-12 classes with 15 or fewer students.
  • There are 2,434 K-12 classes with fewer than 10 students.
  • For Grades 4-7, classes with more than 30 students require the consent of the teacher and for Grades 8-12, classes with more than 30 students require consultation with the teacher. For every class over 30, districts must provide a rationale for the classroom arrangement.
  • Many of the classes that exceed 30 students do so because they involve subjects that can benefit from large numbers of students participating, such as drama, band, physical education or fine arts courses.
  • The Ministry of Education follows up on individual classes to monitor compliance with the legislation.
  • Superintendents and Boards of Education sign off on classroom arrangements.

CLAIM:
There are 10,942 class-composition violations this year. That means there are close to 11,000 classes with four or more students with special needs.

FACT:

  • The School Act requires school principals to consult with classroom teachers for each class with more than 3 students with special needs to ensure they have the supports necessary to achieve optimal learning outcomes.
  • There are now 16,351 classes with assigned education assistants - that's 24% of all classes and 972 more classes then last year.
  • Since 2005 the number of classes with education assistants has increased by nearly 30%.
  • There are now 20,207 classes with no special needs students.
  • Arbitrary caps and formulas were rejected by members of the provincial learning roundtable, with the exception of the BCTF.
  • British Columbia has the most comprehensive class size and composition reporting in the country.
