Media reports have focussed on provincial funding for the Vancouver School Board for capital projects. Here are the facts:

  • The Vancouver board of education has reported a budget surplus every year since 1993. Last year alone, their accumulated operating surplus was $16.7 million.
  • As of March 31, 2009, Vancouver had $11.1 million in unspent Annual Facilities Grant (AFG) funding, part of a $98 million surplus in districts province-wide.
  • As of June 30, Vancouver reported that they still had more than $8.7 million in unspent AFG funds available.
  • In September, the ministry gave approval for the board to access up to $5 million in restricted capital reserve funds, roughly half of its available capital reserves.
  • In addition, the Province approved the board’s request to use $2.4 million of seismic funds realized from project savings towards planned capital work and high priority seismic projects.
  • The ministry has encouraged the Vancouver board of education to retain $1.8 million in local capital reserve to meet emergent issues that may arise this year.
    Since 2001/02, only one school has closed in SD 39. Over the same period, enrolment in the district has declined by more than 3,100 students, while operating funding has increased by $70 million – that’s an enrolment decline of 6.2 per cent and an increase in overall funding of 19.4 per cent.
  • Vancouver’s operating funding is expected to rise to $436 million this year, an estimated increase of $1.1 million over last year, while enrolment continues to decline. The district is expected to have 500 fewer students this year.
  • The Province has invested nearly $1.15 million to establish and operate 18 StrongStart BC centres in Vancouver to support early learners.
  • Since 2001, 32 capital and seismic projects worth more than $126 million have been completed in the Vancouver school district.
