THE FACTS ON FUNDING FOR STUDENTS WITH SPECIAL NEEDS

VICTORIA - Here are the facts on support for students with special needs.

  • Total funding to B.C. school districts for students with special needs is estimated at nearly $750 million annually.
  • In 2008-09, there were 57,915 students with special needs.
  • In 2008-09, school districts received $129.9 million for the basic student allocation for students with special needs.
  • In 2008-09, supplemental funding for low-incidence (Level 1, 2 and 3) students with special needs at B.C. public schools was $308 million.
  • There are three supplemental funding levels for “low incidence” students:
    • Level 1: students who are dependent handicapped and deaf-blind received about $22 million ($32,000 per student).
    • Level 2: students with moderate to profound intellectual disability, physical disability/ chronic health impairment, visual impairment, deaf or hard of hearing, and autism spectrum disorder received about $228 million ($16,000 per student).
    • Level 3: students with intensive behaviour interventions/serious mental illness received about $58 million ($8,000 per student).
  • Since September 2005, the Ministry of Education has been providing 100 per cent funding for students with low-incidence special needs attending independent schools, the same level as in the public school system.
  • In July 2006, the Ministry of Education broadened the criteria for the autism category to include Autism Spectrum Disorder, thereby providing supplemental funding support for all students on the autism spectrum.
  • In 2008-09, there were 4,513 students with Autism Spectrum Disorder enrolled in B.C. public    schools for which school districts received supplementary Level 2 funding of $16,000 per student.
  • In 2008-09, there were 475 more teacher assistants, bringing the total to 8,815 FTE – a 5.7 per cent increase over 2007-08.
  • There were 16,351 classes with assigned education assistants in 2008-09.
  • That is 972 more classes than in 2007-08 – a six per cent increase, and an increase of 28 per cent since 2005-06.
  • In 2007-08, the Ministry issued School Completion Certificates for 975 students, officially recognizing the considerable achievements of young people with special needs who have achieved goals other than graduation.
  • The Ministry of Education invests more than $28 million annually to operate Provincial Resource Programs like Special Education Technology BC, the Provincial School for the Deaf, and education programs in youth custody centres, including $2.4 million for the Provincial Outreach Program for Autism and Related Disorders.
