WAITLIST FACTS FOR CHILDREN AND YOUTH WITH SPECIAL NEEDS

B.C. is committed to improving the system of support for children and youth with special needs and has developed a cross-sector Children and Youth with Special Needs Framework for Action to guide the work to improve access, quality and coordination of services.

  • Government invests more than $600 million annually in services and supports for children and youth with special needs and their families. At the same time, Ministry of Children and Family Development (MCFD) funding for special needs services has more than doubled since 2001 – from $84 million to almost $200 million. It is estimated that there are 54,000 children and youth with significant special needs in BC.
  • MCFD’s investment in autism services has increased more than 11 times – from $4.1 million in 2001 to more than $46 million in 2009/10. As a result:
    • Today, we are serving more than 6,000 children and youth diagnosed with Autism Spectrum Disorder and their families compared to a few hundred prior to 2000.
    • Five years ago, children waited a year and a half for an autism diagnosis – today it’s six to seven months and intervention funding follows immediately.
  • Today, we are serving about 9,000 children and families through Infant Development and Aboriginal Infant Development Programs – triple the number served in 2001.
  • Today, we are serving more than 9,000 children and youth through the Supported Child Development Program, 4,000 more than in 2001.
  • There are a number of services that have no waitlist whatsoever, including: autism funding, nursing support services – and the at home medical benefits program.
  • MCFD funding for Early Intervention Therapy services, such as speech therapy has increased by almost 39 per cent – from $20 million in 2000/01 to $28 million in 2008/09. In 2004/05 we served less than 6,000 children; we’re now serving approximately 11,000 children, an increase of 89 per cent.
  • MCFD funding for School Aged Therapy services, such as physical therapy, for school-aged children with special needs has increased by seven times – from $600,000 in 2000/01 to $4.2 million in 2008/09. The numbers of children served since 2004/05 has increased by 69 per cent to approximately 9,000.
