On October 15, Health Services Minister Kevin Falcon celebrated a construction milestone for the $239-million Surrey Outpatient Hospital with the completion of the framing and capping of the roof. The occasion included a tribute to workers and the sealing of a ceremonial time capsule.

On October 8, Health Services Minister Kevin Falcon announced that beginning January 2010, a more equitable rate structure will be introduced for all residential care clients to reduce the burden on low-income seniors. For the first time in at least a generation, residential care rates will be reduced for the lowest-income clients ensuring they will continue to pay the lowest rate in Canada.

On July 3, Health Services Minister Kevin Falcon viewed the state-of-the-art digital mammography machine at Mount Saint Joseph rapid-access breast cancer clinic. The clinic is one of four clinics available to women across the Lower Mainland thanks to a $5-million investment from the Province's Lower Mainland Innovation and Integration Fund. Offering services from screening through surgery, the Mount Saint Joseph clinic's goal is to provide patients with a diagnosis within 21 calender days. Health Services Minister Kevin Falcon tours the construction site for the new patient care tower at Vernon Jubilee Hospital on June 26, 2009. The new, state-of-the-art patient care tower is scheduled for completion in May 2011 and will include an expanded emergency department, centralized new operating rooms and a new maternity and paediatrics ward.
