Our Programs and Services

The Ministry of Labour and Citizens' Services is responsible for the delivery of government services and programs to:

  • Workers and employers in British Columbia through the Employment Standards Branch, the Labour Relations Board and WorkSafeBC.
  • Individuals, families and businesses through Service BC (including BC Online, Enquiry BC, and Government Agents), Network BC, and Freedom of Information and Protection of Privacy.
  • Suppliers to government through BC Bid.
  • The public sector through Service BC (including BC Stats and the Service Delivery Initiative), Shared Services BC, Workplace Technology Services, Accommodation and Real Estate Services, the Chief Information Officer, and the Corporate Information Management Branch.

SERVICES FOR B.C. WORKERS AND EMPLOYERS:

With more than 150,000 employers and two million people working across the province, the Ministry of Labour and Citizens' Services plays a key role in British Columbia's economy. Our focus is on providing services that encourage fair and productive labour relations between employers and employees in a safe work environment.

Employment Standards Branch:

Administers the Employment Standards Act and Regulation, which set minimum standards of wages and working conditions in most workplaces in B.C.

Employment Standards Tribunal:

This independent tribunal is mandated to conduct appeals of Determinations issued by the Director of Employment Standards.

Labour Relations Board:

Administers the British Columbia Labour Relations Code, which regulates the acquisition, exercise and termination of collective bargaining rights in B.C. The Board is an independent, quasi-judicial body. It provides assistance in resolving collective bargaining disputes, receives applications and hears complaints under the Code, and makes orders that it deems appropriate.

WorkSafeBC:

WorkSafeBC (formerly known as the Workers' Compensation Board or WCB) is dedicated to improving workplace health and safety for the workers and employers of British Columbia.

Workers' Compensation Appeal Tribunal:

WCAT is the final level of appeal in the workers' compensation system of British Columbia. It is independent of the WorkSafeBC (WCB).

Employers' Advisers Office:

Provides independent advice, assistance, representation and training to employers, potential employers and employer associations concerning workers' compensation issues.

Workers' Advisers Office:
Workers' Advisers advise and assist clients in regards to workers' compensation benefits, policies and the interpretation of the Act. Clients include injured workers who have WorkSafeBC (WCB) claims, their dependants, professional associations, union representatives and injured workers' associations. Advisers meet with senior WorkSafeBC (WCB) officials to resolve claims issues, avoid unnecessary reviews and appeals, and make recommendations to WorkSafeBC (WCB) on matters of policy and practice.

Service BC:

Service BC is your source for frontline government services and information in British Columbia. Service BC delivers hundreds of programs and services to residents, businesses and visitors - online, by phone and in person.

BC OnLine:
E-government services site for legal, business, government and professionals for quick and easy access to information on Land Titles, Property Assessments, B.C. Companies, registrations under the Personal Property Security Act (i.e. Liens and Security Agreements), and a range of other useful information services.

BC Stats:
Central statistical agency for the Province of British Columbia.

Enquiry BC:
Provides information and referral for more than 700 government services.

Government Agents:
Service BC Government Agents deliver a host of government services in B.C. communities ranging from ambulance billing to issuing various licenses and permits.

B.C. Government Publications:
A searchable database of Government of British Columbia publications.

Freedom of Information and Protection of Privacy:
Ministry branch responsible for freedom of information and privacy protection legislation.

Network BC:
Responsible for bridging the digital divide between B.C. communities with no access to high-speed telecommunications services and those with access. Through NetworkBC the province has built a high-speed network that is the envy of jurisdictions around the world.

BC Auction:
Register to bid on surplus government assets.

Asset Investment Recovery:
In addition to online sales through BC Auction, onsite auctions and cash and carry sales are held in at our Victoria, surrey and Prince George warehouse locations.

SERVICES AND PROGRAMS FOR SUPPLIERS TO GOVERNMENT:
BC Bid:
Suppliers can use BC Bid to access procurement opportunities from government ministries, crown corporations and other public sector agencies.

Selling to the B.C. Government:
This website provides a wealth of information on the government purchasing process with information for both vendors and government departments.

SERVICES AND PROGRAMS FOR PUBLIC-SECTOR ORGANIZATIONS:
Office of the Chief Information Officer:
Sets government direction and standards for Information Management and Information Technology, guiding the development of a co-ordinated government approach.

Shared Services BC:
Provides corporate support services to ministries and other the public sector organizations. Services include: Workplace Technology Services, Corporate Accounting Services, Payroll, Procurement & Supply Services, sale and disposal of government assets, Intellectual Property, and Accommodation and Real Estate Services.
Workplace Technology Services:

Provides Information Technology infrastructure services for the BC government and the broader public sector. These include: data centre services, workstation support and service, voice and data networks, electronic messaging and directories, applications and service integration, and security/virus protection.

Corporate Accounting Service:
Manages the production, maintenance and development of the corporate financial accounting and financial management applications.

Payroll Services:
Procurement and Supply Services:
Provides a wide range of services including office products and protocol/giftware, forms management, procurement support, printing, publishing, BC Bid, BC Mail Plus, surplus asset disposal and redistribution, and light vehicle fleet management.

Strategic Acquisitions and Intellectual Property:
Manages and delivers strategic procurement planning, advice and implementation services for major acquisitions. It also provides Intellectual Property management services, liaises with industry on issues related to government procurement and intellectual property and delivers procurement related training.

Accommodation and Real Estate Services:
Provides cost-effective accommodation and real estate services to our customers. We ensure the effective use of our diverse portfolio of properties to meet the best interests of both customers and taxpayers.

Service Delivery Initiative Office:
Improves the way government services are designed and delivered to better meet the needs of British Columbians.

Corporate Information Management Branch:
Provides central information management services and support to ministries, Crown corporations and agencies within the government of British Columbia.
