Employability Screen

Overview

Effective: December 01, 2003

The Employability Screen is the ministry’s tool for identifying clients who are expected to work, and assists in identifying whether barriers to employment exist. The Employability Screen identifies past dependency on assistance, recent work history, education level, and English proficiency and literacy. Based on responses to the employability questions, a score is calculated, and a client’s potential employment readiness is determined. The Employability Screen score assists in determining whether a client:

  • has employment-related obligations and is "immediately employable"

  • has employment-related obligations and is "employable with short-term interventions"

  • has employment-related obligations and is "employable with longer-term interventions"

  • has no employment-related obligations

The Employability Screen then assists in developing an Employment Plan for those clients who have employment-related obligations, or a Voluntary Participation Plan for those clients who have no employment-related obligations or who do not require an Employment Plan through the application of ministerial discretion.

The Employability Screen is one factor in determining whether a recipient meets the criteria for Persons with Persistent Multiple Barriers.
