The BC Ministry of Transportation and Infrastructure administers 5 Pavement Marking Service Agreements that deliver the longitudinal pavement marking services on Provincial Highways throughout the Province of BC. The current agreements are a 5 year term with a 2 year extension, and are expiring in December, 2025.

The process for tendering the next round of Pavement Marking Service Agreements is well underway and on this page you will be able to access the latest information relating to the Pavement Marking Service Agreement renewals. Q. Are there collective agreements with succession requirements?
A. Unlike the Road and Bridge Maintenance Agreements, the Pavement Marking Service Agreements do not include succession requirements.

Q. Is it a pass/not-pass process? If so, what is the criteria for pass/not-pass components?
A. The proponent will have to pass each phase of the evaluation to move to the next. Details of the requirements of each evaluation phase will be provided in the Requests for Proposal on BC Bid.

Q. Where will the documents for bidding for the contracts be?
A. The Requests for Proposal will be posted to BC Bid with instructions on how to submit a Proposal.

Q. You mentioned a polymer that is needed in the paint.

  1. Currently, which manufacturers are using this polymer?
  2. What is the name of the polymer?
  3. What can you tell us about why it is needed?
  4. Do any paints on the BCRPL have this polymer?

A. Not all products on the BC Recognized Product List use these polymers. Contractors will have to confirm with their paint suppliers that their products will meet the specified requirements. The current polymers approved for use in the Round 5 Pavement Marking Service Agreements include:

  • Dow Chemical, Fastrack 5408 (Waterborne)
  • Arkema Coating Resins, Encor DT-250 (Waterborne)
  • Dow Chemical, HD 21 (Waterborne)
  • Dow Chemical, B66 (Acetone)

This list is not yet finalized and other, similarly performing polymers may be included by the time of tender and throughout the Contract Term. Paints containing these polymers have proven to have significantly better durability results.
