The 2020 Part 3 Agreement program experienced a record level of fuel supplier participation and Ministry staff made a significant effort to implement a fair, transparent, and rigorous program. With all 2020 Part 3 Agreements providing support for multi-year projects, the size of future Part 3 Agreement programs will be impacted. From 2021 to 2024 programs, it is anticipated that a significant number of the available Part 3 Agreement credits will be needed to continue support for the projects that entered into agreements in 2020. While this will impact the Ministry’s ability to support additional large projects in the near future, multi-year agreements create valuable, long-term compliance pathways under the LCFS and spurs significant investment during this crucial time of economic recovery in the Province.
There will not be a call for new projects in 2021. Due to Covid-19, there was a significant decrease in the consumption of fuel, which resulted in an unexpectedly low number of debits generated in 2020. Although there are enough credits available to support existing Part 3 Agreements, there are not enough credits to have new agreements. Therefore, in 2021 there will not be a call for new projects. The Ministry is now preparing to renew the existing outstanding Part 3 Agreements and will contact appropriate fuel suppliers in the next few months.
If there is to be a 2022 Part 3 Agreement program, an announcement will be made on our website after March 31, 2022.
